Annual Professional Performance Review (APPR)

Teachers and principals have always been evaluated by our district according to performance standards and goals. In 2012-2013, changes were introduced by the New York State Board of Regents to include student achievement scores and growth data in evaluations and a reporting system that assigns a score and rating to each teacher and principal. Education Law 3012-d requires all districts in New York State to develop an Annual Professional Performance Review (APPR) plan for the evaluation of teachers and principals. Under this law, parents and legal guardians may request the final quality rating and overall effectiveness score for each teacher and principal their student is assigned to for the current year.

The Vestal Central School District recognizes that successful learning requires students be engaged, excited to learn and valued by their peers, teachers and principals. Our district will continue to provide teachers and principals the support, professional development and resources to advance this tradition of excellence and engagement. To this end, our district will ensure the APPR contributes to the district’s mission, “to provide instruction, programs, strategies and challenges in a caring, positive learning environment.”

Disclosure of APPR

New York State law allows parents and legal guardians of a student to request the effectiveness score and final quality rating for each teacher and for the principal of the school building to which the student is assigned for the current school year. This information is not subject to the Freedom of Information Law (FOIL). Teachers and principals will be notified when a parent or legal guardian requests their composite scores and rating. The rating and score is not a basis for changing a student’s class assignment.

Procedure for Requesting APPR Information

A parent or legal guardian can make requests for the final quality rating and composite effectiveness scores for a teacher or principal for the current school year:

1. Contact the Assistant Superintendent for Instruction, Dr. Laura Lamash, at 757-2221 to receive an APPR Request Form for Teacher Scores or APPR Request Form for Principal Scores.

2. Complete the APPR Request Form. Bring the completed APPR Request Form to Dylan Ruffo, secretary to the Assistant Superintendent for Instruction. At this time, you will need to present photo identification to verify your status as parent or legal guardian.

Once your Request Form is received and verified, you will be contacted to schedule an appointment with Dr. Laura Lamash, Assistant Superintendent for Instruction, to review the requested information.
